Balances for tilt in double hung windows

Windows are "Mastic" around 1999 vintage, channel balance 29" long not including attachment hdw-was difficult to remove from slot. It looks like I will have to cut attachment piece to remove. This is lower sash. It weighs 16.2 lb

Thanks for posting. See the S770-29 Channel Balance. This looks like yours. but review the dimensions to confirm. If the sash weighs 16.2 pounds, choose a stamp of 29B which designates a balance that can support a sash in the weight range of 12 through 18 pounds.
The video below shows how to remove a pivot shoe like this. Without seeing it I can't be certain, but I suspect it's the 15-129. Please confirm.
