Spring ballast with locking for window that fold out for cleaning 28 inc long half inch wide half inch deep

This appears to be an S795-28 with a stamp option of 28C, and with a 15-195B Open Cam T-Lock Shoe. Does your balance attach to the top of the window track with a screw clip, or does it use a hook like our 15-198? I can't tell from this picture. If it's a hook, please show me the hole in the window track where the hook connects to--that will tell us how to proceed.
