To further review, we will need to see the window open where we can view the arms of the operator. From there we can confirm the style needed for your window. Since the handle appears to be stripped, with the window unlocked, you should be able to gently push the sash open to expose the arms. Thank you!
Turns out that the customer's window is painted shut, hence the gears stripped. Attached is another close up to see if this shed's any new light.

Unfortunately without seeing the arm(s) we cannot confirm which style is needed for your window. We have a few different options that use this style base. I apologize for the inconvenience.
Or this might be obsolete, so we'll need the replacement.

Concerning the long arm, it looks like you might not be measuring it correctly. If you look at the diagram above, you can see that the way the manufacturer sizes these is from the end of the arm to the center hole in the base, not just the arm by itself. I recommend double checking that to be safe.
As for the link arm, I can't quite make out its precise size from this angle but it does appear to be around 4", or shorter. Our 39-155 and 39-156 are the same style operators as the 39-031 and 39-032 that I mentioned above, but with a 3-13/16" link arm instead. Would this be a closer fit?
