Can't get pivot bar in shoe.

I have 2 new Pivot Bars, code #26-226 - to fit into the Coil Balance Shoes, code #15-177 on my vinyl window.
Now that the parts are all in place, I'm finding it impossible to get the window back in place because I can't get the Pivot Bars to fall in place on the Balance Shoe slots.
The Balance Shoes are located directly across from each other and level with the top of the bottom sash. Because of this location, it's not possible to get both Pivot Bars in place. Is it necessary to move the Balance Shoes so they're not lined up with each other. If so, how do I move them?

Sorry to hear about the trouble, hopefully we can help. The problem might be that the shoe cam is not in alignment for some reason. After you install the coil spring and shoe, stick a flat head screw driver in the metal cam of the 15-177 and turn it so that it's vertical; the opening of the cam should look like a U. By doing this, you lock the cam, which will allow you to drop the pivot bar in. When you tilt your sash back into the window frame, you release the pivot shoe to slide in the track and unlock it.
