Can't remove right balancer to identify

I have a window (non-tilt, non-removable sash, aluminum) that the balancer installations look different on the left than on the right. On the left, it was an easy removal with a spiral balancer removal tool. I have a photo of the tip of the 30" by 3/8" balancer. On the right side top it looks like it is the same as the left balancer, but on the bottom right side, it looks rectangular, possibly with the number 60 stamped on it. Please see photos. I do not know how to remove the right balancer. And the window sash does not come off. These are the original windows with the house built in 1995. Any help would be appreciated. Hello,
I believe you're having trouble removing the right side balance because the 17-052 bracket, #63, is bent and blocking the spiral from coming down. With the sash raised, try grabbing the clip with needle nose pliers and pulling down to straighten it. Hopefully, it doesn't break off. If it does, we have the 17-094 clip-on bracket that should lock onto your sash. Take a look and see what you think.
