The arm marked with 31538A is part of the crank operator. If this is the part needed, please start by reviewing the style and dimensions of the 39-031 and 39-032 or the 39-155 and 39-156. The main difference between the two styles is the length of the short link arm. 

Also see the 39-323 for a new cover and 39-114L handle if needed. 

If the hinge itself is what you need, unfortunately I cannot full confirm the style from the pictures provided. We will need to see clearer images of the sill track and hinge arm to move forward. Thank you!
