Looking for replacement balances for my windows. I was able to find 28B stamped on one of the balances. Metal length is 29"

Thanks for posting. To my eye this looks like it's likely an S380-29. You also should look at the S385-29 to be safe, however. The only difference between these two balances is the 'depth' of the bottom nylon shoe, so compare both with your old hardware to be safe. You will need a stamp option of 2820.

Been a crazy year, but have a question about returns. Since it could be either an S380-29 or S385-29, if I purchase 2 of each style to compare with the existing, could I return the ones I don't use? Or are the 2 styles lose enough to be interchangeable?

The two styles are not interchangeable, unfortunately. The good news is you can return one if it doesn't fit (see our return policy here), but you can also avoid that by just measuring your hardware to determine the better match. The diagram below will show you the primary difference between them.
