Hello there. This is a pivot shoe for a spiral balance. I am sure we can help, but you'll need to remove the old pivot shoe and measure its width and thickness. Those exact dimensions will narrow it down. See the video on this page that shows how to remove a pivot shoe.

My window frame is aluminum. Is it typical to have to cut out a gap in an aluminum frame to remove the old pivot shoe or am I missing something?

Yes, it's really the only way to do it, as jamb spreader tools are meant for vinyl windows. The video below shows how to form the cutout. For an aluminum track you may need to use heavy-duty scissors to do this. Let us know if you have further questions.

Hello again. You gave the width and height, but not the thickness. The width and thickness are what narrow this down. See the 15-046, which is 1/2" thick, the 15-047 which is 5/8" thick, and the 15-118 at 9/16" thick. See if one of these matches what you need.
