Coil window balance.

There is a number 9 on the plastic housing.  The coil attaches to the white hardware in the picture.  The dimensions are on the sketch.  The sash weighs 16 lb.
There is currently no cutout to remove the plastic hardware.
Does the same hardware work on both sides of the window? Or are they right and left-handed?

Thanks for posting. This looks like a 15-087 Coil Shoe and 16-024 Mounting Bracket. This setup works with Series 180 Coil Balance springs. Stamps on the shoe themselves aren't always reliable for choosing the spring weights for the new coil springs. If the sash weighs exactly 16 pounds, this indicates you need the S180-08 8 pound spring, one on each side of the sash. That would equal 16 pounds of total support.

This system is non-handed, meaning the parts work for either side of the window. See the video below that shows how to form a cutout to remove and replace a different but similar coil balance system. You may find it useful.
