Double pane window pivot shoe

A home owner from audubon, new jersey says:
I have 4 year old vinyl double pane windows they tilt out and can be moved for cleaning
both inside and out, however on several of the windows the "pulley"is jammed and won't move, so I can't move or completely close the window... I am at my wits end. Please help!

I believe we can help you some replacement hardware insight. The pivot shoe you are showing us looks similar to our 15-129 along with a part looking like our 15-043 terminal clip. Right now I can see the pivot shoe center metal cam in the lock position. To release the pivot shoe, place a screwdriver int the "U"shape center cam and slowly turn it towards you. Hang on to the screwdriver because the shoe is under tension. Raise the shoe about 6" and turn the cam back to the lock position. Now, you can install your sash. It's never a good idea to tilt in your sash before raising it about 6" to prevent breaking the pivot bar or sash frame.
