Failed tilt window hardware

Good. Afternoon, I have hurricane windows.  The right side sash hardware has failed.  Something to do with the spring recoil is stuck. I. Can make out that the right side has a 5.365.638 and 5.232.203 on the left hand spring housing.  The pivot shoe visually seems to be 15-228.  The failed parts are still installed so I can't accurately confirm the spring housing or spring size.
Please advise parts and best approach to repair.

At first sight, your pivot shoe does resemble the 15-228. The original will need to be removed to compare dimensions to confirm.

This shoe is compatible with the 1/2" thick Series 160 or the 3/8" thick Series 165 coil springs. You will need to measure the thickness of the original spring and review the springs for any numbers stamped into the metal to confirm the weighted option needed to support the window sash.

Once the series is determined, take a look at the product page for compatible covers. 

If there are no markings, please provide the weight of the window sash to move forward. Thank you!

There are two 1/2-inch coils piggy backing with the outer one having the inscription "#9. 0 35" R8K3 2". 
The shoe is 1/2-inch thick.

The 15-228 measures just over a 1/2" thick at 17/32". It would be best to remove the shoe to fully confirm.

As for the coil springs, see the 1/2" thick Series 160 coils. If the springs are marked with a 9, you will need the S160-09 coil springs. If the window uses four 9 stamps, the total sash weight should be 36 pounds. If you are not able to read the inner coil stamp, I would recommend weighing the sash to confirm this weight.
