Help me identify and replace this Pivot Shoe!

A handy person from Wyoming says:
Hey guys. I can't seem to remove this spring window brake from the window frame, there is no cut out. Am I missing something to do with how to remove it? And idea what part it is for replacement?
I just ordered new balance springs from you all for this window (28E) as I thought this was the problem. Clearly isn't not the whole problem as this brake will not, well, brake.

Thanks for writing in! This pivot shoe might be our 15-129; Just compare the dimensions once you remove the pivot shoe from the window. And speaking of that, see the video below, which details what you need to do to make your own cutout. Let me know what you think.
