How to install 36-015 ?

My windows have the Swisco 36-015 but I think the hooks are failing to rotate when I close the window. I think the window hits the hooks and stops there. I don't know the installation process for these hooks. Any help you can give me about parts you have for these window hinges and how they install  would would be really helpful.
 I am pretty sure I need to replace these hooks and possibly other parts to get them working well. I believe they are made by Pan American.

The 36-015 window hooks are used on older Air Control/Keller awning windows. Have you installed the "linkage arm" onto the hook so that the hooks will move up and down when the window is operated? As long as the hooks are screwed in place and connected to the linkage, they should be operational.
