I think these are coil balance also need pivot rod

Thanks for reaching out to us. The pivot shoe shown here reminds me of the 15-180 which uses the Series 190 coil springs. We're happy to help with the pivot bar but I'm afraid it's too rusted to ID. Are there any identical windows in the house with a pivot bar in better condition? If so, we can use that as a reference. We'll just need to see it removed from the window sash. 

I can't be certain from this photo but I wonder if your old pivot bar looks like the one shown in this older discussion thread. We recommend you remove it to confirm. If that's indeed what you have, the 26-040 ought to work as a replacement. Take a look at the specifications and see what you think.
