Can I drill a new hole in a window sash pivot bar if the pivot bar holes don't line up with the holes in the window channel??

Hi, I have some windows and the pivot bar rusted out. It is still in the pivot shoe. On one I was just able to pull it out with pliers. However, 5 of them are rusted in and will not pull out. Hello, I am looking to replace the coil balance assemblies for a window. shoe width ; 1.25 shoe depth ; .5 coil spring thickness ; .5 8lb spring rating.
