Is my window sash in the correct

My sash (I think it is called so from searching ) is visible above the lower half of my single hung window . In my other windows I see only a tensioned string when the window is closed . Is this correct ? This window also gets lots of condensation inside the window . Are these issue related ?

It depends on the type of balances you have in this window. Is this a window you can 'tilt-in' to clean? If so, some balances for this window type, like our Series 770, have metal channels that stay transfixed towards the top of the window track, while the window sash and the pivot shoe that connects both the balance and sash move up and down. On the other hand, the Series 795 metal channel moves in concert with the sash, with only a cord and clip/hook staying in place. 

If you can move the windows normally, i.e. they aren't difficult to keep open or close, then I think the balances are working fine. So if condensation is your only issue, the balances aren't the problem. Foggy glass comes from the mold around the glass being compromised. We cannot help with this, but if you want to repair it, a local glass shop should be able to replace the mold and panes for you.
