I'm happy to recommend a replacement for the window lock but I'll need to see a photo of the entire assembly to identify it.

Your window operator reminds me of the 39-239B Encore Awning Operator (the stainless steel version is the 39-239C). They come with the detach clips attached to the arms but the pivot slide at the end are sold separately. To confirm that this is the right replacement, carefully review and compare the dimension.
