I'm actually not sure what this is. You say this is a latch, but it looks more like a top sash guide. My first thought was our 18-073. Could we see a picture of this out of the window? Can you also tell me its dimensions? That would confirm what can work as a replacement. See the video below for more insight on how this hardware works.
