Window balance and top piece

Needing help identifying the correct window balance and top "keeper" piece. The balance is 21" ans has embossed BSI 2040. It is 1/2" wide. The top keeper piece that attaches to the window is 1" x 1-1/4" on the top section.

I need to know what this part is so that I can order it for my window.

I own an apartment building that has these windows that allow you to take them apart to swap out the glass. I cannot for the life of me find where I can order replacement frames or find these specific window locks. I have ordered the exact sash guide (18-073) and wheels (87-094) for these windows ...
