Hi, I'm wondering if the casement window operator (in the attached picture) can be replaced with a Maxim Dual Arm Operator, Sill Mount (39-253L)?

This certainly looks like the 39-253LB (we recommend this version over the 39-253L, which will soon be no longer available); but the 39-438B is another possibility. The difference between these two operators is described in the video below. For a new cover and handle combo, see the 39-375 or 39-451
