Based on your photos, I recommend our 26-243 and 26-244 tilt latches, 15-205 cover for 3/8" wide coil springs, and the Series 165 coil spring itself. You will need the number on the old springs when choosing the right Series 165 option.
A handy person from Chattanooga TN says:
We have some installed Milco windows mfg'd in 2/1998 where the seal is compromised and moisture and staining are a problem. Is there a way to remove a glass pane, remove moisture, and clean the inside of the glass and then reseal the glass? These have a fixed upper sash and a tilting lower sash with grids in both. Trying to fix before listing the house soon. Thanks!!

The pane can be replaced and sealed, but you will need to contact a glass shop to have them reseal the glass pane for you. It's not a project I recommend attempting without the proper tools or experience.
