Metal portion is 29" and stamped into the metal towards the bottom is "28B"

Your bottom "shoe" looks weird, but the shape of the shoe isn't really important. If you have the 1" depth shown below, go with S380-29. "28B" is a long-gone spring code. We call it "2820" nowadays.

How about if the 1" dimension is a little smaller, 7/8" or 15/16" do you think S380-29 will still work?

Yes, I do! Your part probably just wore down over time, and if not, you can just shave our part down a little bit. There's not a smaller shoe on the market, so this is your best replacement.
