Looks like the pulleys broke.
Channel Balancer stamped number is 28C.
The length of the metal only section is 29 inches
Need two sash cam clips as well.

Your 28C stamp may translate to the 2830 stamp option, but you can weigh the window sash on a scale to confirm it falls within the 16 to 23 pounds range.
