Question

spring window balance with white plastic clip on one end and metal clip on the other. Spring length is +/- 23", 3/8" diameter.

Thank you for posting. For the shoe, see our 15-104 and see if this is a match. I'm afraid we cannot replace the spring, though. You have to replace the window jamb liners themselves. I recommend contacting a local mill work that still makes wood windows. They may be able to help you.
