Balances are a three step process. Step one: identify the Series of the balance. The balance in your photos is either Series 380 or Series 385. The difference between those Series is the shoe, and you can see the two options below:

Measure and choose the shoe that matches. The 1" shoe is for Series 380, and the 1-3/32" shoe is for Series 385.

Step two: choose the length. You said the metal bar measures 21", which makes sense for a stamped code of "20 4." You'll have S380-21 or S385-21.

The third and last step is to check your option. The stamp "20 4" suggests you may need a 2040 option. Verify by weighing the sliding window sash, which should clock in between 15 and 23 pounds. If not, choose a different option from the chart in the product description for the balance you end up choosing.
