The crank mechanism does not fully close the window rendering it very difficult, if not impossible, to engage to window locks. It could be that the worm screw is worn from years of attempting to "muscle" the window closed. The manufacturer is Truth. The number is 40942 appears on one of the parts. Can you help me?

We may be able to help, yes. Your operator is very likely the source of this issue, but a good way to test is to disconnect it from the sash and then trying to close the window manually. If it works fine, then the operator is confirmed to be the problem. If it still hangs up, however, then it lies elsewhere.
Regarding the operator itself, see our 39-014. This may be a good match, assuming the arm size is the same.
