Thanks for posting. This looks like an older version of the 15-177 Pivot Shoe, which works with Series 152 Coil Balance springs. For new coil covers, see the 15-143, 15-144 and 15-145 pieces that 'sandwich' around the coil spring. Finally, without seeing a complete pivot bat I'm not sure what you have, but start by considering the 26-226.

It looks like it's the bottom part of the mechanism where the round barrel (cracked off) that is broken. I can't figure out how to remove the parts because it fits in the groove of the window. Any suggestions?

Yes. That's the older version of the 15-177 Pivot Shoe that I mentioned. See the video below that shows how to remove a similar coil spring system.
