To further review, are you able to provide a clearer image of the end tip of the spiral?
Can you also confirm the diameter of the metal tube? It should either measure 3/8" or 5/8" diameter. From there we can get a clearer idea of a possible fix. Thank you!

These windows are made so you can't remove the bottom sash to make the balance replacement easy. Hopefully the sash bracket (17-026) isn't broken, if it is, you can use the 17-094 clip on bracket. Below are generic directions.
To remove your old balance, raise and hold the sash up and unhook the bow tie from the sash bracket, unscrew balance at the top of the window track and lower the sash while pulling the balance from the top. Measure the tube length and match up the colored tip to order the Series 400 balance. Now to install the new balance, have the bottom sash in the down close position, slide the Series 400 balance tube down along the inside of the sash channel and screw the balance tube at the top of the window track. Repeat the other side.
Raise and hold the bottom sash all the way up and have someone hold it for you. With the 75-005 charging tool, work the spiral bow tie through the 17-026 bracket. The spiral will probably drop after you do this. Bring the spiral back up to the sash and hook the 75-005 tool to the bottom hole of the spiral. Give the spiral about two or three clockwise turns. You should feel the tension build in the balance. Hook the bow tie to the 17-026 bracket and repeat the procedure on the other side of the sash. Try the sash. If it creeps down, raise the sash and give the spirals another clockwise turn and try the sash again.
