On bottom of window

Question

Fits into balance/ spring???? Don't know what kind of window,or what this part is called??
Window was put in in 1980's. Double hung window with spiral balances. Window not intended to open far until tenant tried to and broke it.

We don't have this exact pivot bar, but take a look at our 26-125 and see if you can use this as a replacement.
