Pivot Lock Shoe

A home owner from Ohio says:
The window will not stay open and it looks like the tension band (looks like rubber, I don't see a coil spring) is disconnected from the pivot shoe. I would like to know what replacement part this would be and how to repair it. We know how to get this out, we just aren't sure what we need to replace with and how to reattach the tension portion.
