Repairing a Jalousie Window

A home owner from Davie, Florida says:

Hello, I bought an old apartment (1983) with original windows (uggggg) the majority of them work fine, they lock but there are a few that only one side the pin does not lock in the hook. They both seem to be in the right place compared to the other side that works so I am not sure what the problem is. I need some help please! I tried a new pin which I have previously bought from you but still have the same issue. The pins I bought are exactly the same ones as the originals and they worked fine in the windows that had it missing.

What I'm thinking of is that there could be a type of pin in the window linkage that pushes the 36-015 hook upward to get above the vent pin. Then, when the window closes, the 36-015 drops down to catch the vent pin. That pin in the linkage might be missing. 

One suggestion is to remove the operator from the window and manually open and close the window to see what makes the window lock. Also try some silicone spray on the linkage to lubricate. Let me know what you think!
