Rusted track and foot

Hinge has completely rusted off. I think I need to replace the 2-bar hinge set and possibly the operator arm.

Can see on operator arm, model number L3084I and 20810. I cannot make out any numbers on the track piece since because of the rust, but it has 4 screw holes.

I was unable to remove the window since it's on the second story.
