S351 channel balance installation failure

Question

I recently purchased some S351 channel balances and springs(order 1043051); installation did not go as smoothly as the videos depict.
The house was built in 1990.
The spring clip is located slightly above the lower window when in the closed position, as show in the RemoveForServiceOnly image.
The available mounting are shown in the other image.
The spring clips do not fit properly. I can slip the balance pulley clip into a mounting hole and, with considerable force, push it down to where it might slip under the spring clip if the spring clip wasn't floating/flopping around.
Any idea what is needed to install the balances?

Thanks for your question. I can't help but notice the amount of holes punched in your window track. For the 16-002 take out clip, the two top holes are generally used for the insertion of the clip if there shouldn't happen to be any further holes up the track. In this particular case, for the bottom sash, you would need to attach the balance cord clip to the lowest hole of the five holes punched.
