Tilt block and tackle window balance

A handy person from Hendersonville, NC 28792 says:

Purchased a home here in NC -18 years old. The windows have not been taken very good care of by previous owners and are very loud and squeaky even after cleaning and lubricating. They are difficult to raise and lower and some you cannot lock because the window will not go all the way down. I will need to replace some of the balances and shoes, I think, but I have not been able to get anyone that has these particular ones. The channel balance itself is 1/2 inch not 5/8 or 9/16. I greatly appreciate your help if you have some suggestions that you think might work. Some of the windows are larger and some smaller which we can discuss later. The channel balance is 34" on this window and sash weighs 22.5 lbs. 34-C BS1 also need shoe

Thanks Patricia
