A quick learner from E Amherst, NY says:
Our home was built in 1995. I believe the broken part holds one end of the spring for the bottom pane of the window. The window will not stay in an open position, it immediately slides/slams down.

If the shoe is all you need, I recommend our 15-104 friction shoe. I believe this can work for you as a replacement.

If the spring is the issue, though, then you will need to contact the original makers of the window and see if they can set you up with new jamb liners.
