What hardware should I order?

I can't identify your hardware from these numbers, sadly. See photos of the balance and its fittings as requested above is the only way for us to to assist. 

Thank you very much for the photos! They're a huge help. Our Series 395 appears to be a good match. For the 33" balance stamped 3230, you can select the 3230 stamp option. As for the 27" balance stamped 2690 29, the 29 may indicate the sash weight but we recommend you weigh the window sash to confirm. If it's indeed 29 pounds, you can select the 2650 stamp option for your replacements. A pair of balances with this stamp will support a sash weighing 26 to 30 pounds.

In that case, you'd want the 2640 stamp option. A pair of S395-27 balances with this stamp can support a sash weighing 19 to 26 pounds. I'm not sure I understand your question though. Is there anything else broken in the window? You can inspect the hardware such as the top sash guides and take out clips to see if they're in good shape or if they need to be replaced.
