I have a broken window balance and I'm trying to find a replacement. I took pictures of all the pieces I know are relevant but let me know if you need anything else. It says 39D on the side and I think its a closed cam(pic attached) 1 1/4" . It also uses a clip to slide into a squarish hole(attached).
I was also trying to figure out what the replacement is for the little clips that you click to release the window (pic attached)

It looks like your balance uses a 15-198 to install which means this must be a custom order. Can you confirm the number of balances you'd like to replace? We can draft a price quote from there.
As for the tilt latch, start by taking a look at the 26-471. Review the specifications and see how they compare with your old part.
