You must choose a stamp option which reflects the strength of the balance. Your balance's stamp of 1990 is from an outmoded rating system. However that '25' stamp likely reflects the sash weight. Therefore you could choose a stamp of 1960 for a sash in the weight range of 22 through 26 pounds.
