This is called a channel balance. The window sash is actually the part with the glass that these balances regulate the opening and closing of. I am sure we can replace this for you; but can we see the bottom nylon fitting as well? We need to see it to fully identify what you need. Many thanks.

Thanks for getting back to me. This is either an S380-29 or S385-29. The only difference between these two balances is the depth of the bottom nylon shoe, or the heel-to-toe measurement, so compare both with your old hardware to see what matches best. 

You'll need to choose a stamp option. Your stamp code of 28-9 is from an older rating system we don't use. Obtain the exact weight of your window sash. You can then match that exact weight with one of the weight ranges listed alongside each stamp option on the shop page.
