The balancer is 28" long in somewhat flexible white plastic with black tip. About 7/16 in diameter.
I also need two shoes.
This window only the bottom window is moveable.
Also do I need to notch the track near the top to replace the shoes.

From your dimensions and photos, it looks like your need our 5/8" diameter S600-28 with a black tip. Your pivot shoe is no longer available, but we suggest our 15-046.
