Hello there. This looks like a 15-177 Pivot Shoe, which works with Series 152 Coil Balances. The 15-177 is compatible many, many different pivot bars, which you can view on its shop page. You'll need to remove an existing pivot bar and show us photos to narrow down possible options. For the tilt latches, see if the 26-243 and 26-244 match what you have. If I replace the shoe do I have to replace the coil also or can I use the one on there. And the 2 Pivot bars are missing I could take one out of the window next to it later if necessary.

If the springs are in good condition then you can continue to use them, yes. They should be fully compatible with the new shoe.
As for the pivot bars, those are 100% necessary for the window to function. We can help ID them, but we do need photos for the sake of comparison. Please let me know if that's possible.
