Window won't open/close

A contractor from Arlington, VA says:
I am renovating a house and discovered that this small window in the basement shower will not open/close because the hinge is separated from actual window. There are damaged black, plasic parts (I've circled the in red) that connect the hinge to the window. They are both cracked. The handle on the crank has the word "TRUTH" stamped on it...
