I have no idea what manufacturer makes these but it appears to be the shoe part of the balancer

I believe you are correct as your part looks a lot like our 15-014 knife lock shoe. Take a look and compare an undamaged balance shoe to ours, which is used on our S751 channel balance. Thank you!
