Have a window with a broken balance as well as some broken tilt latches.
the attached photos show the labels and as well as i could get the balance and latches.
I haven't seen this type of balance before. It looks like I may have to cut the channel to get the balance changed(?).

Thanks for posting! I'm afraid I would not be able to identify the balances using the photos provided here. To identify the correct replacements, I'll need to see the balance assembly removed from the window. Along with any hardware the balance might be compatible with.
The photos here only show what appears to be a mounting bracket.
Regarding the tilt latches, I believe you may need the 26-243 and 26-244 Tilt Window Latches. To confirm that these are the correct replacement, carefully look over the dimensions below. If they are not a match, I'll need to know your exact dimensions written out.
Thanks for the additional photos. The balance you have here appears to be the Series 161 Roller-Tilt Balance. The plastic piece is the 16-031 Mounting Bracket.
Since your housing is stamped with an 8, you'll need the S161-08; although, it would be a good idea to double check that the dimensions are a match.
If there isn't already a cut-out, you will likely need to make one in the frame to remove the balances. I've included two video tutorials below with details about how to remove them from the window.

They are not designated to left or right handed applications, you'd use the same for both sides.
