I have a vinyl tilt window with two broken counter balance assemblies so now the window will not stay up when opened. Picture 395 shows the top of a good assembly. The two broken pieces are completely gone from the window. The entire assembly, from very top to very bottom, including the pivot shoe, appears to be 28".

Your balance assembly resembles the 15-199 pivot shoe that is compatible with either the 3/8" thick Series 165 coil springs or the 1/2" thick Series 160. The pivot shoe has a 17/32" thickness. Please compare the dimensions to your original setup to confirm a good fit and let us know if you have any additional questions!
