double hung window - balance shoe

Hi.  
Please direct ne to the correct replacement part.  The balance shoe on one side is definitely broken and I am happy to replace both.  I think the spiral balance rods are actually still ok (at least on this window).  I do have others to fix as well.
I just watched a video on another site which indictated that I have to cut the vinyl to replace the shoe.  I want to verify that is correct and if so I can then measure my shoe to see if it matches the specs of this one: https://www.allaboutdoors.com/Pivot-Lock-Balance-Shoe-Tan-cam which most resembles mine based on appearance.
I am the homeonwer but am also very handy (wasn't sure which answer you wanted below since they are not mutually exclusisve answers).

Hello,

You're correct that we recommend using the cutout out method to replace the pivot shoes. See our video below.

As for identifying replacements, we would need to see an intact version of your pivot shoe uninstalled to compare to our inventory. Please also write out the exact width and thickness to help us narrow down your options. Thank you!

Between this post and the last one, I have uploaded photos of the shoe and the spiral balance showing what I believe to be all of the pertinent measurements.
I believe I need the following:
1. https://www.swisco.com/Charging-Tool-for-Tilt-Windows/pd/Do-It-Yourself-Tools/75-006 - this is not currently available2. https://www.swisco.com/Pivot-Shoe-1_2-inch-Thick/pd/Tilt-Window-Replacement-Pivot-Lock-Shoes/15-0463. https://www.swisco.com/25-inch/pd/Series-600-Spiral-Balance/S600-25Please let me know for sure.   Also, any idea of when the spiral balance charging tool will be available.

Thanks for getting back to us. I agree that your balance resembles the S600-25 red tip assemblies as long as the 5/8" diameter tube matches yours. 

These balances are commonly used with the 15-046 pivot shoes. Take a look and confirm the width and thickness match up to yours.
