Tilt Window Channel Balance

A quick learner from Minnesota says:

I have two double hung, non tilt windows weighting 14 pounds with broken springs in the lifting rails, as noted on the attached pictures. The rail is 16" long and 1/2" wide. The rail has a mark "16HD B.S.I." The rail has a lifting lug on a string coming out from the bottom of the rail. I don't see such a rail in your examples.
