house built 1995-1996 by Ryan homes. Single hung vinyl. Looking for replacement latch and whatever the other part is called

Thanks for posting! For the latch, I think that you should take a look at our 26-089P Keller Tilt Window Latches. These appears to be a match. Unfortunately, the lock is no longer available, and we will be unable to help you replace it. I am sorry we could not be of more help for that part.
