spiral balance problem

I tried to repair the spiral balances for my windows. Those are non-tilt windows. I repaired a few windows using S400-30 30" series 400 Spiral Balance, but now I get stuck because some windows have different tips. There is a metal plate (there is a number 63 on it) blocking the bottom (please see the attached photos).

questions:
1. What is that?
2. What kind of balance is it?
3. How to repair it?
4. What tools needs to get ?

Hello, thank you for posting,

You should not be able to see the number #63 at the bottom of the sash. What happened is that the bracket bent up. The #63 is on the back of the bracket that lays on the side of the sash, see photo of 17-052. Since you can't unscrew the bracket because the sash is non-movable. With needle nose pliers try bringing down the bent part of the clip and hopefully it doesn't break off. If it does, you should be able to install the 17-094 clip on bracket that is made for this situation.
