what is the width and height of this operator

A contractor from brattleboro vermont says:
39-027E operator, I would like to use this operator to replace 1964 Andersen operator 7073a and would like it to fit into existing base molding so I would not have to make new base molding for these windows. I have about 30 windows that I need to change out.

Unfortunately, I don't think you can get away with this project without making a new molding to fit over these operators. Your old Andersen operator hasn't been made in several decades and nothing on the market is exactly the same. No matter what you use to repair your window, it's just not going to fit the same way as the original. Adaptation of the sill will be required.
